A sound idea. My only qualm is the incredibly low cooldown, particularly for that distance. I'd up it so its, say, 5 minutes before you can use it again? Nothing too drastic, but given the range it can be used on... Also, I'd say Wisdom for its virtue type. Viewing something way ahead at different angles? That's definitely magic, so it should fall under Wisdom.
