Quick question, With the below, does it only cost 10 rupees if you have BOTH W4 and C4, or is it "if you have one of W4 and C4, it costs 10 rupees"? W4 and C4: 10 rupees W3 and C3: 15 rupees W2 and C2: 20 rupees

The answer to your question is that it shouldn't really be "and" it should be "or". If you have either W4 OR C4, you get the price of 10 rupees. You don't need to have both.
