I'm kind of conflicted on this. On one hand, it's a sound idea. On the other, it sounds far more useful and manageable as an actual game mechanic, which can cause difficulties in the transition to the roleplay format--especially considering that the treasures it could affect are limited in scope, as a great many of them don't have a cooldown period mentioned or employed, due to their nature.
I'm in agreement with R.D. that this would be something much more suited for a game mechanic. We'd have to start considering all treasures with potential CDR in mind, and I don't really want to go there right now. This ring is denied.
