Re: Calm I suppose that depends on the power limitation you want on it. I hadn't thought of that- the biggest I had thought of was storms, which the spell would smooth over.
Re: Calm If you wanted, you could put a Specialty: [Fire] addition that allowed you to calm volcanoes in addition to weather. Unless I'm not thinking of something, though, it seems like the description could simply read "Can calm the weather." Elements is suggestive of things like volcanoes, geysers, earthquakes, and so on, which gets a lot trickier.
Re: Calm Oh, I was thinking of fires, floods, spell-effects that were no longer under magical control (like a Din's Burst setting something on fire or w/e), not that kind of elements.
Re: Calm For simplicity and general balancing sake (and closer to canon, as far as I can see) I would prefer to just keep this to weather, then. Things like fires and floods can either be dealt with in other ways or are otherwise much bigger than the character, and I would feel more comfortable keeping this simply at the lowest common denominator.
