As you can see by clicking here, we now have a more streamlined and up-to-date character creation thread (finally). With it, the new races are available, and you can now officially obtain a Race License. Notably, several of the race entries in the new Library have yet to be finished, but generally they are still all playable. The next order of business to create a Guide thread, which would replace most pinned threads currently in place, and inform a new member everything he/she needs to know.
Slight amendment: If you have a character who is created with a Race License, that character's profile should (always) link to where the Race License was acquired. This makes it easier for a staff member to verify the Race License is legitimate, when grading the character.
